A WhatsApp chatbot for a UAE business carries two costs. The first is Meta's: since 1 July 2025 Meta has charged per message delivered, and since 1 October 2026 it charges again for replies once a free allowance of 1,000 a month per business number is used. The second is the system itself: the build, the AI that writes the replies, the connection to your calendar and records, and someone keeping it accurate. Below are Meta's current rates for UAE numbers, a worked example, what a good system should do, and the cases where you should not buy one at all.
What does Meta charge for WhatsApp messages in the UAE?
Meta charges the business, never the customer, and only for messages the business sends that are delivered. The rate depends on the type of message and on the country code of the person receiving it. These are Meta's rates for UAE numbers, effective 1 October 2026:
| Message type | Meta's rate to a UAE number |
|---|---|
| Service: a reply within 24 hours of the customer's last message | Free for the first 1,000 each month per business number, then AED 0.0576 each |
| Utility: a confirmation or reminder from an approved template | AED 0.0576 each, a little lower above 100,000 a month |
| Authentication: a one-time passcode | AED 0.0576 each |
| Marketing: an offer or announcement from an approved template | AED 0.2115 each |
| Any of these, after a customer arrives from a click-to-WhatsApp ad | Free for up to 7 days, if you reply within 24 hours |
Meta can change its rates on the first day of any quarter, so check the live rate card before you budget. As an illustration, take a business that receives 400 WhatsApp enquiries a month and sends about six replies to each. That is 2,400 service messages: 1,000 are free and 1,400 cost AED 80.64. Add 300 appointment reminders at AED 0.0576 each, AED 17.28, and Meta's share comes to under AED 100 a month. The messages are cheap. The system is where the money goes.
What does the system itself cost?
Meta provides the channel, not the chatbot. Someone has to design the conversation, load it with your knowledge, connect it to your calendar and records, test it in your languages, and keep it right as your prices and services change. After launch the running costs are the AI that reads and writes each message, hosting and monitoring, and the changes your business will need.
Evyren's AI Receptionist starts from AED 4,900 setup, plus a monthly running cost from AED 990, based on usage and quoted before you commit. It answers from your knowledge, qualifies, books, routes and hands over, on WhatsApp and on your website. If you would rather see it work before deciding, the 7-Day Pilot puts an agent on your real enquiries for a week for AED 1,500, credited in full if you go ahead.
What should a WhatsApp chatbot actually do?
A bot that only answers questions is a smarter auto-reply. A useful one moves each enquiry to a result:
- Answer from your own knowledge: your services, prices, areas, hours and policies, not a generic script.
- Ask the few questions that decide the next step, such as what, where, when and for how many.
- Book a real slot or send a quote inside the conversation, then confirm it.
- Write the enquiry and the conversation to your CRM, or to the sheet your team already uses.
- Hand over to a person on request, and whenever the conversation goes beyond what it should handle.
- Refuse what it must not answer: a medical opinion, a discount you don't offer, a promise about delivery dates. Write these down and test them before launch.
Meta's rules shape the rest. Its messaging policy allows automated replies only if there is also a prompt, clear and direct escalation path, such as an in-chat transfer to a person, a phone number or an email address. Free-form replies are allowed only within 24 hours of the customer's last message; after that, only approved templates. And you may start a conversation with someone only after they have opted in to hear from you.
When is a WhatsApp chatbot not worth it?
- You get a few enquiries a day and someone always replies within minutes. The free WhatsApp Business app already has greeting and away messages.
- Every enquiry needs a specialist's judgement before anything useful can be said, such as a quote that depends on drawings or a site visit.
- Your prices, services and policies are not written down anywhere. A chatbot can only be as good as the knowledge it is given, so write that first.
- The first reply is fine and the loss happens later, in follow-up. Then automate the follow-up, not the reply.
- You want to message people who never asked to hear from you. Meta's policy does not allow it, with or without a bot.
When is it worth it?
When enquiries arrive steadily, a good share of them outside working hours, most of them ask the same handful of questions, and a slow reply sends the customer to the next business on the list. A quick test: count last month's enquiries that waited more than an hour for a first reply, and put a value on one booking. If the bookings you lost are worth more than the system costs, it is worth building.
How do I choose a WhatsApp Business API provider in Dubai?
Many companies can connect the WhatsApp Business Platform. Fewer will build something you can trust with your customers. Ask each one:
- Whose name is on the WhatsApp account, the number and the Meta business portfolio? They should be yours.
- How are Meta's message fees billed: passed through at Meta's rate, or with a margin?
- How does a conversation reach a person, and what does your team see when it does?
- What does it refuse, and can you test that yourself before you pay the balance?
- Where are the conversations stored, and who can read them?
Every enquiry answered in seconds, qualified and booked, with a person one tap away.
Questions people ask next
Do my customers pay to message us?
No. Meta charges the business, only for messages the business sends, and only when they are delivered. Messages your customers send you are free.
Do I need a new phone number?
Not necessarily. Meta allows a number that already runs on the WhatsApp Business app to connect to the platform as well, with recent chats kept in sync and messages typed in the app still free. Some app features work differently afterwards, so ask your provider whether they support it and what changes.
Can a provider use my customers' chats to train its AI?
Meta's terms for the WhatsApp Business Platform say platform data may not be used to create, train or improve AI models, except to fine-tune a model used only for your business. Ask your provider to confirm in writing how your conversations are stored and used.
Does it work in Arabic?
Multilingual conversation is supported where the underlying models handle the language well. We test your languages before launch and tell you honestly what works.
